Write down the jobs the first crew will actually pursue: outside-plant construction, FTTH/PON activation, enterprise cabling, data-center work or restoration. Record the fiber types, connector interfaces, typical link lengths and whether the crew will test dark or active plant. The customer or project authority should provide the acceptance plan; equipment names alone do not define a test requirement.

- Operating context: dark or live fiber, site power, travel requirements, training level and safety procedures.
- Commercial requirements: budget range, needed-by date, shipping destination, warranty, calibration and service route.
Questions to bring to a trainer or supplier
Ask which part of the configuration is normally missed by new crews, which accessories are used during hands-on testing, and which skills should be proven before a crew accepts a job. Request a line-by-line packing list and confirmation of what is included in each part number. For any live-network work, follow the network operator’s rules and the exact instrument manufacturer instructions.

A practical first step is to send the completed brief to more than one qualified supplier and compare the same required deliverables: equipment, accessories, software, training, calibration, freight, warranty and service.
